Differential treatment of persons or social groups, often minorities, for reasons of certain generalized traits. The experienced discrimination results in some form of harm to the discriminated persons or groups. In surveillance legislation the questions of whether or not non-nationals can be discriminated and if different data protection regimes can be implemented technologically are a matter of contention.
